What is the FASTag Local Pass and when does it start?
The Ministry of Road Transport and Highways (MoRTH) notified the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026 on 26 October 2026, and announced the pass on 27 October. It is a concessional annual pass for people who live close to a fee plaza and cross it again and again, usually on a daily commute.
The pass is available at eligible toll plazas from 1 November 2026. The Rajmargyatra mobile app will offer it from 1 December 2026. MoRTH says the aim is to make travel more economical and ease commuting for local residents.
Who can get the FASTag pass for locals within 20 km?
Three conditions apply, according to the reports on the notification:
- You own a private, non-commercial vehicle.
- You live within 20 km of a National Highway fee plaza.
- You hold a valid, functional FASTag registered for non-commercial use.
Living near a plaza does not automatically qualify you; you must meet the conditions in the official notification. Two quick examples:
- Example 1: A family in a village 12 km from a plaza on an open highway, with a private car and a working FASTag. They fit the profile, subject to the plaza's own checks.
- Example 2: A taxi owner 5 km from the plaza. A commercial vehicle does not qualify, because the pass is for non-commercial use only.
How much does the local pass cost compared with other options?
The fee depends on where the plaza sits. It is Rs 1,500 a year at plazas outside municipal or local town limits and Rs 3,000 a year at plazas within them. Fees may be revised each year, with changes taking effect from 1 April.
The existing monthly local pass costs Rs 360, or Rs 4,320 a year. Against that, the Rs 1,500 pass saves up to Rs 2,820 a year. Eligible residents can choose between the monthly pass and the new local pass.
| Option | What you get | Yearly cost (example) |
|---|---|---|
| Pay per crossing | Toll each time (illustrative Rs 100) | Rs 31,200 |
| National FASTag Annual Pass | Rs 3,075 for one year or up to 200 crossings, then pay per crossing | Rs 14,275 |
| Monthly local pass | Rs 360 a month | Rs 4,320 |
| Local Pass (within town limits) | Unlimited crossings, one plaza | Rs 3,000 |
| Local Pass (outside town limits) | Unlimited crossings, one plaza | Rs 1,500 |
What is the difference from the national FASTag Annual Pass?
They are different products. The national FASTag Annual Pass costs Rs 3,075 for 2026-27 and covers one year or up to 200 toll crossings, whichever ends first, at about 1,150 national highway and expressway plazas for eligible non-commercial vehicles. The Local Pass is tied to a single plaza near your home, with unlimited crossings there for a year. If you commute daily through one plaza, the Local Pass is built for you. If you take long trips across many plazas, the annual pass fits better.
How to get the FASTag Local Pass, step by step
- Check your plaza: confirm it is an eligible plaza and whether it lies within or outside town limits, which sets your fee.
- Check your FASTag: it must be valid, functional and registered for non-commercial use.
- Apply at the plaza from 1 November 2026, or via the Rajmargyatra app from 1 December 2026.
- Pick the plaza you will use. The pass works only there and cannot be moved to another plaza.
- Pay the fee for your plaza category and keep the receipt.
The reports we checked do not list the documents required. Plazas will verify your residence and FASTag, so as practical advice (not a stated rule), carry your vehicle RC and an address proof such as an Aadhaar or utility bill. Keep your windscreen clean near the FASTag sticker too; a quick pass with the Autofy DustMag car duster helps the scanner read the tag first time.
Where is the FASTag local pass not available?
- Closed-system highways or expressways, where tolls are charged on entry and exit.
- Plazas where a service road or alternative road is available to the commuter.
- Any plaza other than the one chosen at registration.
Vehicles without a valid FASTag pay 1.25 times the toll via UPI or double in cash. India has issued more than 13 crore FASTags. If a plaza ever disputes a crossing or charges you despite a pass, footage helps; a front and rear recorder like the Autofy V50 4K dash camera (Rs 7,099) keeps a timestamped record of the lane.
What does it mean for daily commuters?
For someone who crosses the same plaza twice a day, the saving is large, as the table shows. Savings also come with a smoother ride: no repeated toll deductions and fewer top-ups. Winter is the time to prepare your car, though. Check tyre pressure with a portable unit such as the Autofy Sonic tyre inflator (Rs 999), and if you drive highways before sunrise in fog, a brighter bulb like the Autofy Falcon LED H4 headlight (Rs 3,999) improves visibility. Check that any bulb is legal and fits your car before buying. A small Autofy MISTIQUE car perfume (Rs 249) keeps a daily commute pleasant.
